14th workshop on meteorological operational systems

The biennial Workshop on Meteorological Operational Systems was held at ECMWF from 18-20 November 2013 and will be the fourteenth in the series. The workshop will review recent developments and requirements in data management and visualisation.

Description

This year there was a special focus on 'how to transition developments in research into operational products and services'. The workshop reviewed upgrade cycles in meteorological institutes, services and companies aiming at utilising meteorological research to develop or improve forecast products. These change processes influence the development of meteorological operational systems, data management and archive systems, meteorological visualisation on workstations and web services.

Workshop outline

From research to user: Translating research developments into operational weather forecast products

The technology transfer from Research to Operations and the associated implementation of products and services targeted at the end user can be complicated and time consuming. Research usually does not explicitly target user needs and therefore the application of new scientific developments does not automatically translate into new or improved services and products. The technical environment and infrastructure used within the Research, Development and Operations areas of an organisation can help or hinder a smooth transition. During this workshop we will try to identify approaches and systems that can support a fast and efficient collaboration, but we would also like to hear about problems and sub-optimal scenarios to see if the introduction of certain new technologies can be used to improve the situation. The consistent use of tools and systems throughout an organisation is desirable but not always possible. Overly strict software control may hinder the progress on one of the groups involved. The workshop will try to review the practices, systems and standards put in place specifically to facilitate these development cycles and come up with recommendations for future practices and strategies.

Operational data management and visualisation

Operational data management systems and visualisation workstations can support and sometimes even significantly improve the development cycle from Research to Development and on to the operational generation of forecast products.
New systems make increasing use of the web not only to offer user interfaces and visualisations but also to offer machine-to-machine services. The latter offers new possibilities to users to integrate these in their own applications and services. Initiatives such as EU INSPIRE and the MetOcean Domain Working Groups of the OGC have an important task to ensure interoperability between the different user domains.
New meteorological data processing and visualisation systems and updates to existing applications will be presented and demonstrated at an exhibition.
