BUFRDC Encodes and decodes WMO FM-94 BUFR code messages. Includes tools for conversion between BUFR and CREX. Free download
ecCodes Encodes and decodes WMO FM-92 GRIB messages (editions 1 and 2) and WMO FM-94 BUFR messages (editions 3 and 4).

Enables users to run a large number of programs (with dependencies on each other and on time) in a controlled environment.

EMOSLIB Includes interpolation software and BUFR, CREX encoding and decoding routines. Free download
GRIB API

Encodes and decodes WMO FM-92 GRIB edition 1 and edition 2 messages.

GRIB-API is being discontinued at the end of 2018. Users should  migrate to ecCodes. For more information see GRIB-API migration
